Aim
 

This project aims to provide framework, consisting of meta-models and models, with supporting guidelines for the development of EAs in Macao SAR Government (MSARG) agencies. The project will also demonstrate a concrete usage scenario of the developed EA framework through a pilot project involving the development of a concrete EA for a selected government agency.

 
 
Objectives
 

The project will be designed to achieve the following objectives:

O1) Establish the state-of-the-art and state-of-practice in Enterprise Architecture development and applications in government;

O2) Develop a coherent modeling and description framework for a government enterprise covering strategy, information, processes, applications and services, and technology elements;

O3) Provide training to government agencies on the use of Enterprise Architecture in government, and how to develop suchEnterprise Architectures for individual agencies and for key government sectors such as Health, Education, Social Welfare and Environment based on the developed framework and the prescribed EA Strategy;

O4) Demonstrate the use of the framework by developing a partial Enterprise Architecture consisting of – (i) Enterprise Information Architecture, (ii) Enterprise Process Architecture and (iii) Enterprise Technology Architecture;

O5) Disseminate project outcome through e-Macao and UNU-IIST-EGOV portal and also support Government Agencies that are interested in developing their aspects of their EA.

 
Deliverables
 

The following outputs will be produced by the project:

D1) State-of-the-Art Report on EA development and Policy Recommendations – A report presenting the state-of-the-art in EA development and practice in government, with a set of policies to enable meaningful uptake of EA development and use in Macao government agencies and institutionalization of the EA practice in core sectors;

D2) Government Enterprise Architecture Framework (GEAF) – A set of models (or meta-models), terminologies and rules governing the development of Government EAs;

D3) Courseware on EA Development in Government - Annotated slides on Developing Enterprise Architectures in government agencies and core sectors;

D4) Enterprise Architecture - Partial descriptions of a government agency EA, for instance strategy, information and business views, developed based on GEAF (D2);

D5) Project Website - Pages created on the e-Macao Program Portal to comprehensively describe the projects, outputs, and information on other EA-related activities in government agencies.
