Aim
 

The project aims to develop a Knowledge Management platform for managing the agencies Electronic Government capability information gathered in 2004, and to provide mechanisms for the agencies to easily and incrementally update these information. It also aims to determine exploitation scenarios for the created Knowledge Base and to facilitate access to other government applications and services, for example government portals and back-office applications require the information.

The following specific objectives were defined for the project:

A1) To develop a Knowledge Management (KM) platform for administering the e-Government capability-related information that could support decision making processes in government;

A2) To create a Knowledge Base (KB) for storing the information on Electronic Government readiness;

A3) To enable agencies to update their information on the KM platform incrementally based on a prescribed process, which guaranteed integrity of the knowledge base;

A4) To define exploitation scenarios for different stakeholders on using the e-Government capability information as a Knowledge Base;

A5) To develop APIs for allowing applications to access different aspects of the KB, guided by the scenarios.

 
Deliverables
 

The following outputs will be produced by the project:

D1) KM Platform – a Knowledge Management environment to host Knowledge base enabling access to the KB through APIs;

D2) E-Government Capability KM – an encoding of the e-government readiness data, gathered in 2004 and documented as reports in early 2005, as a KB deployed on the KM platform;

D3) Agency Update Process – an organizational process which provides agencies the right to update their information on the KM platform;

D4) APIs for Client Application – interfaces to allow client applications access the e-government capability KB.
