Aim
 

The project aims to strategically align the MSAR Public Administration Reform Roadmap and the e-government Development Program (2005-2009) by mapping the policy goals, strategies, major initiatives and concrete actions (projects and programs) under both agendas. The project also aims to specify and develop a monitoring and evaluation framework as part of a continuous alignment solution, from policy goals to concrete projects.

 
 
Objectives
 

In-line with this aim, the objectives are:

O1) Consolidate information on public administration reform roadmap;

O2) Consolidate information on e-government development program;

O3) Analyze the adequacy of the PA and e-Gov programs;

O4) Establish the strategic gap between PA Reform and e-government programs at different levels - policy to initiatives;

O5) Revise the five year e-government plan in view of the outcome of the gap analysis activity;

O6) Identify e-government projects that are crucial to the implementation of the PA roadmap and which could be carried out in the context of the ongoing e-Macao Program;

O7) Develop a Strategic Alignment Toolkit (SAT) to assist SAFP on how to continuously align related government programs (e.g. PA reform activities and e-government projects);

O8) Provide training to selected government personnel using toolkit.
