Aim
 

This project intends to develop an IT Strategy for the Macao PA system in collaboration with the IT Coordination Office, a role presently performed by the Public Administration and Civil Service Bureau – SAFP. This IT Strategy is to enable Macao SAR Government better utilize its IT capacity in: delivery of public goods and services, development of socio-political and economic infrastructures, implementation of specific government programs, and the development of the IT industry in Macao. The development of the Macao IT strategy will be guided by the Strategic IT Planning process and templates produced as part of the outputs of the Strategic IT Planning Project carried out in 2007. The process has evolved over pilot implementations in three government agencies in Macao across the education, finance and telecommunication sectors, and recommended for adoption in the emerging Standards for Electronic Government in Macao.

 
 
Objectives
 

The project is designed to achieve the following objectives:

O1) Create a shared vision and concrete goals for the development and use of IT in Macao in collaboration with relevant stakeholders;

O2) Comprehensively assess the state of IT infrastructure in Macao and the current level of usage;

O3) Establish the major IT infrastructure needs for government agencies;

O4) Establish IT direction and coordination needs of agencies;

O5) Develop strategies to address IT-related coordination requirements as well as infrastructural needs of government agencies;

O6) Produce an IT strategy document detailing the developed strategy with concrete initiatives.

 
Deliverables
 

The following outputs will be produced by the project:

D1) State of Government IT Infrastructure – describes the state of IT infrastructure in Macao including an evaluation of the current level of usage of infrastructural services;

D2) IT Infrastructure and Coordination Needs Assessment – compiles of the needs of agencies in the area of coordination and infrastructural needs;

D3) IT Strategy for Macao SAR PA System – documents the strategies to develop the requisite infrastructural capacity and coordination needs.
