This project aims to develop a Strategic IT Planning Standard or Framework based on international best practices and experience for public organizations in Macao to facilitate the horizontal alignment of IT strategies across all public agencies and vertical alignment of agency IT strategies with the overall e-government strategies.

In-line with this aim, the objectives are:

O1) Develop a Strategic IT Planning Framework for public agencies in Macao, comprising a process, a toolkit and supporting templates;

O2) Assist two pilot agencies in developing their strategic IT plans;

O3) Develop a Government–wide IT Strategy and Alignment System;

O4) Train a pool of public officers from different agencies using the toolkit on how to implement the developed planning process;

O5) Provide ongoing technical support to SAFP and agencies on IT strategy development and management.

Six deliverables are produced by the project:

D1) Strategic IT Planning Toolkit for Macao SAR Government;

D2) Templates for Strategic IT Planning;

D3) Strategic IT for 2 Agencies – DSRT and DSF;

D4) Government IT Strategy and Alignment System;

D5) Trained Personnel from selected agencies;

D6) Strategic IT Planning Project Portal.
