Aim
 

The aim of the refocused e-Macao Program is to build tools, provide guidance, and develop capacity among the agencies of Macao SAR Government to implement Public Administration Roadmap through Electronic Government. This indicates a strategic shift to viewing Electronic Government as an important tool for implementing Public Administration Roadmap in Macao SAR. The aim of this project is to provide management and technical support to the refocused program.

 
 
Objectives
 

In-line with its aim, the e-Macao Program has the following objectives:

O1) Coordination – Establishing a single coordination point for all initiatives and agencies that implement Electronic Government in support of Public Administration Roadmap, in terms of: Direction, Strategy, Standardization, Benefits, Monitoring and Internationalization, as below. This is to ensure that all agencies are well aligned and guided in their implementation efforts;

O2) Direction – Introducing mechanisms for disseminating government policies to agencies through consultations, workshops and discussions, and directing agencies to do the same locally. This is to make sure that the agencies understand their roles in the implementation of these policies;

O3) Strategy – Providing tools, raising awareness among agency management, and building capacity among agencies to develop strategies for implementing government policies at the agency level, as a basis for defining concrete initiatives. This is to reduce the policy-implementation gap;

O4) Standardization – Facilitating the adoption of government-wide standards – both technical and managerial – by the agencies to support the implementation of concrete initiatives, from planning, through execution and monitoring, to evaluation. This is to improve interoperability among agencies, facilitate cross-agency initiatives, avoid duplication of efforts, and lower costs

O5) Benefits – refocusing IT- and reform-oriented initiatives to produce impact, by encouraging projects that span technical, managerial, organizational and human aspects of technology use in government, with deep engagement of relevant stakeholders. This is to ensure that all initiatives are well-aligned with government strategies, and deliver positive change in government;

O6) Monitoring – Introduce a formal system for identifying, managing, realizing and measuring benefits produced through government initiatives. This is to measure contributions to program objectives of various initiatives, and make adjustments to better align them;

O7) Internationalization – Promote Macao as one of regional leaders in research and practice on Electronic Government and technology in government in general, with innovative Electronic Government and Public Sector Reform solutions recognized as international best practices.

 
Deliverables
 

The following management outputs will be produced by the project:

D1) Program Portal – a portal to provide detailed information on the projects and results produced;

D2) Project Management Guidelines – guidelines to streamline the management of projects;

D3) Technical Specifications – recommended specifications for technical developments;

D4) Workshops – forum to discuss project results with stakeholders and exploitation strategies.

D5) Training - building capacity of agencies in designing and executing projects using the developed guidelines, processes and specifications.
